This is it, dudes and dudettes!!! The Elite pulling all of DOOM's strings.
What? You thought Snaptrap was the leader of DOOM? Puh-lease. I believe that he's one of a crap-ton of DOOM agencies all over the world and is basically a brainless puppet (literally) to General Guar and his forces.
And, I suppose I should explain why the Chameleon is here.
Y'see, in my TUFF re-imagining, the Chameleon was basically an author from Liverpool, England named Cameron E. Leon who merely got bored of his life writing children's pop-up books. So, he decided to turn to a life of crime, and found it to his liking. His natural ability to camouflage himself into the background made it hard for authorities to catch him. He even evaded the likes of Interpol, particularly a certain Hispanic vixen inspector (*hint hint*).
His criminal activity caught General Guar's attention, and as a result, he gave the Chameleon a molecular transformation suit that he himself created, which would allow him to transform into anyone or anything. Guar also made the Chameleon his personal field agent to keep an eye on Snaptrap and his team, and report any of their successes or failures (the latter which was more often).
So, here's General Guar on his Clockwerk Throne (more Sly Cooper influences
), looking down on his elite of villainous henchmen (and women).

Harry Hopper/Were-Bunny, Misty Raccoon-Catz, Rocko Payne, the Terrapunk, the Chameleon, Jessica Spotrunner, Donovan Retriever, Ice Claws, Cassidy Catz, the Eelectrifyer, Yami Squirrel, and the Water Wolf.

This group picture you've done of these villain characters including the ones that I created looks very nice and awesome, man. One thing's for sure, I should probably try to focus on drawing more pictures involving my "T.U.F.F. Puppy" characters, especially my Team Shinobi characters, but I've just been so distracted by everything else going on that I end up keeping myself busy with point commissions, art trades, and anything else that I've been in the mood for drawing. Even so, I really appreciate you being able to draw pictures that involving any of my characters that you like.
